Can`t connect to .db file

I`m trying to connect on an .db database that is an SQL ANYWHERE 9, and when I try to browse the file, I got this error:

" Unable to load x86 Sybase Open Client libraries (libsybct.dll, libct.dll)"

I have windows x64, Sybase SQL Anywhere 9.

Can please please PLEASE someone help me?

I do not understand what you mean by "browse the file".
You do not open database files in SqlDbx you connect to server.

When I say "browse the file", I mean found it on my computer.
On the space "server", can I connect into a local server? In my case, I got the database in my computer,  1gb .db file. It`s not running, is just a .database file.

I forgot one thing: The error happens when I select DBMS Type: Any sybase and click on "..."

No. You can not browse or "connect" to database file with SqlDbx
